With a budget of Sh4.2 billion amd Sh1.6 billion allocated to development,the Busia county governed by Sospiter Ojaamong is seeking to collect Sh230 million annually and is targeting to increase the amount to Sh700
million in the future. The question would be how. Well.
Under the Busia County finance Amendment Bill 2013, several proposals have been made and they could see an increase in taxes by the county government.
The proposed bill seeks to impose additional levies and charges to help boost the county’s revenue.
The locals will be expected to pay:
•Sh1000 for use of a social hall per session.
•Sh10,000 for a funeral service •Sh20,000 crusade fee
•Sh30,000 weeding fee
•Sh5,000 for every church meeting
•Sh200 per family to view a body at a mortuary per day.
•Sh700 for maternity fee
•Sh50 for each chicken and duck reared.
•Sh1000 per dog kept at home per year.The dog licence fee will be Sh2, 000.
•Sh500 per cow, Sh200 each for a goat, sheep and pig.
•Sh500 parking fee for trailers.
•Bicycle parking free
•Sh10 Motorcycle parking fee daily.
•Sh500 HIV testing services
As ridiculous as it sounds Budget and Appropriation Committee chairman Godfrey Odongo said that they are preparing a final report considering the Bill was presented to the County Assembly in 2013 which passed it with conditions that it be amended immediately.
He added that the county assembly will still have a final say on the Bill once it is brought for debate.
While donors are pumping money and HIV awareness campaign takes toll,Busia governor will take Sh500 from anyone who wants to access the service,expensive way to know your HIV status. Clearly not everyone will afford the luxury. The church is also another victim,for any church meeting be it on Sunday only or any other day you pay them. And the marriage dock has not been left out either if you want to wed then spare Sh30,000 for the county government then you can now budget for your own.
The county government not only Busia have been coming up with shocking proposals to raise more revenues including taxing for dying.
