Isiolo Governor Guyo has 36 Advisors Exceeding Limits

Isiolo Governor Abdi Guyo is under intense scrutiny following revelations of unauthorized appointments and fiscal mismanagement that have strained the county’s resources and hindered service delivery.

A recent report presented to the Senate County Public Accounts Committee indicates that Governor Guyo appointed 36 advisors, significantly exceeding the Salaries and Remuneration Commission’s (SRC) recommended limit of four. 

Additionally, the county employed 31 chief officers, nearly double the approved number of 18, and created two deputy county secretary positions, roles not recognized within the official county executive structure.

Furthermore, the county has been operating multiple commercial bank accounts.

These have contributed to an unsustainable wage bill, with 47% of Isiolo’s budget allocated to salaries, surpassing the Public Finance Management Act’s recommended ceiling of 35%. 

This expenditure has diverted funds from critical development projects, leaving essential sectors like healthcare and infrastructure underfunded.

The Governor’s administration has also been criticized for financial irregularities, including the use of manual payroll systems for processing over Ksh.25 million in salaries, raising concerns about potential fraud and the presence of ghost workers . 

Furthermore, the county has been operating multiple commercial bank accounts, contravening regulations that mandate the use of the Central Bank of Kenya for public funds.
