DCI Arrests ‘FBI’ Founders Over Terrorism Claims

A Former Kenya Defence Forces (KDF) elite soldier and an ex-Kenya Prisons Service officer turned activist have been arrested and will be charged under the Prevention of Terrorism Act.

Patrick Nyambaka Osoi, and Jackson Kuria, alias Cop Shakur, founding members of the Fighting Brutality and Impunity (FBI) movement, were apprehended in a joint operation by detectives along Lang’ata Road and in Kahawa West.

According to the Directorate of Criminal Investigation, Osoi will be arraigned at the Kahawa Law Courts, facing multiple charges, including being in possession of a firearm without a valid license. Osoi was detained at Muthaiga Police Station.

Osoi, a former Special Forces soldier who claims to have also served in the National Intelligence Service (NIS) and briefly with the US Army, has been a vocal critic of police misconduct and abuse of power.

His arrest is seen as part of an intensifying state response to the rising influence of the FBI movement, which claims to champion the rights of citizens and security officers victimised by impunity.

In a related swoop, detectives also arrested Jackson Kuria Kihara, popularly known as Cop Shakur, in Kahawa West. At the time of arrest, Kihara, a former Kenya Prisons Service warden, was reportedly found in possession of a red beret emblazoned with the FBI insignia.

This is not the first time Kihara has faced police scrutiny. In March 2025, he was detained in Naivasha during the WRC rally and found in possession of a firearm. Detectives at the time sought five days to hold him as they pursued others who were allegedly with him.

Kihara’s recent dismissal from the Kenya Prisons Service, which he publicly announced on X, was met with polarised reactions from Kenyans online, some backing his activism, others criticising his approach.

His legal team, supported by the Defenders Coalition, has condemned the state’s handling of the arrests, accusing authorities of procedural violations and unlawful detention.
