Kenyan National Highways Authority (KenHA) new Director-General Engineer Kungu Ndung’u’s appointment came not as a shock to many.
The Transport Cabinet Secretary James Macharia has been known for tribal appointments and Ndung’u’s appointment just goe to show the fight to have continuity of impunity at the roads agency.
CS Macharia has created an atmosphere that does not inspire collectivism and progress.
No wonder, the court recently threw out all his appointments at the Nairobi Metropolitan Transport Authority (Namata) Board over ethnicity.
Justice Nzioki wa Makau found it was unconstitutional for the government to appoint Mary Waithigieni Chege, Zachariah Karenge Mungai and Ronald Ndirangu Ndegwa as members of NAMATA board.
Namata was created by President Uhuru Kenyatta in 2017 through an executive order and was tasked with providing the metropolitan area with a world-class public transport system.
The three roads bodies i.e KURA, KeRRA and KeNHA have been embroiled in corruption and the kickback system of work not be ended by Eng. Ndung’u, a tribal appointee.
The appointment seems to be signalling the maxim, ‘business as usual’. This is why the agency bought a full paper spread to do public relations for the new DG.

In order to know why such an appointment must have an insider, one has to look at an article we wrote recently.
Kenyan Business Feed leant that it is a defacto policy that every foreigner bidding for a contract advertised by KENHA has to pay Sh100 million in bribes in foreign denominations, with the US dollar and Euro being the currency of choice.
On the other hand, each Kenyan company willing to be considered for any contracts at KENHA will pay not less than Sh10 million in cash. The bribery amounts are collected at strategic locations by Engineer Njuguna Gatitu who is the executive in charge of Road Asset and Corridor Maintenance.
After collecting the agreed amount, a list of approved contractors is sent to the people doing valuation and contract is then tweaked to match the capacity of the internally approved firms and knockout anyone unwilling to dish out bribes to the KENHA executives.
The scheme is so tight such that those who go against it face the wrath of their seniors, most of who report directly to Transport CS James Macharia.
The corrupt networks at KENHA are reportedly being in direct contact with CS Transport and Infrastructure James Macharia who is given kickbacks through his indirect links assigned work at KENHA.

To rope key politicians on their side, KeNHA’s corrupt gang always dish out contracts to some of the loudest of them.
Officials from DCI, EACC and other investigating agencies are also put on a payroll where ‘talking while eating’ is forbidden.
The Ahero – Kisian maintenance project was awarded to a firm associated with DP Ruto. According to sources, a kickback of Sh20 million was paid to former DG Peter Mundinia.
Local contractors, most of whom cannot afford to give bribes every time, appeal to President Uhuru Kenyatta to intervene and save them from the greedy cartel at KeNHA led by the agency top bosses.
