MCA Guyo And Kidero’s Man Abbas Khalif In Sh550M Fraud At City Hall

Last week, the National Treasury released Ksh. 1.3 billion for payment of pending bills at City Hall.

However, it has emerged that three garbage collection firms received shs 550 million which was the initial amount released.

The three firms are allegedly owned by Former Governor Evans Kidero’s right hand man Abass Ibrahim Khalif and Businessman Yusuf Maina

Several other SME’s that did business  below shs 5 million have been left out.

The SME’s are crying foul and have asked President Uhuru Kenyatta to intervene.

Makongeni MCA Peter Imwatok has written to the controller of budget and the Auditor General to intervene and have the County treasury halt the transfer of the cash.

Imwatok said that senior officers at the County Treasury want to effect the payment to the companies which he alleged are linked to Majority leader Abdi Guyo.

He said the officers are paying the companies to get kickbacks.

Despite an audit of the pending bills, Imwatok said some of the payments are still fictitious because the companies supplied “nothing at all to city Hall”

One such company is Msafiri Feeds.

Msafiri was incorporated on 24th June 2019.

Its director is Yahya Ibrahim Kalif.

According to the registrar of companies, its registration number is PVT-GYU3E3K.

It is a company to supply feeds.

It was allegedly paid shs 14, 490,00 after supplying rice to City Hall under vote number 19906.

The company was paid shs 16,340,000 under vote number 19934 after supply of sugar.

Msafiri received a further sh 4,540,000 after supply of maize floor and wheat floor under vote number 19932.

It also received shs 17,685,000 for supply of foam mattresses, blankets, basins, and sanitary towels under vote number 19907.

Yahya Ibrahim Kalif also received shs 22,700,000 for the supply of maize and wheat floor under vote number 19908.

He also supplied rice and bread under vote number 19931 and received shs 3,790,000.

The company also supplied sugar and mineral water under vote number 19933 and received shs 4, 841,000.

Msafiri was allegedly paid a total of shs 84,386,000 by City Hall.

Other companies who allegedly received millions of cash are Throughout General Supplies.

It was incorporated on   19/06/2019 and company registration number is PVT-5JULQXZ and.

Its director is the same director of Msafiri feeds Yahaya Ibrahim Kalif.

Another company is Asmara Ventures which was incorporated on 13-032017 with company registration number PVT-AAAEHV5.

Its director is Abdikadir Mohamed Gurow.

Another is Daasanach Construction limited, CPR/2014/127915.

It was incorporated on 9-01-2014.

Its directors are Said Mohamed Chate, Ferdinand G Machomba and John Charko Ote.

Tusma Trading is also another company.

It was incorporated on 09-10-2008, C.162741.

Harun Hussein Ibrahim, Sunil Popatal Davda and Hassan Abdirahman Hassan and Mahamed Hussein Ibrahim are listed as the joint directors.

They all hail from Eastleigh.

Capital Waste Management Limited was incorporated on 15-05-2015, company number CPR/2015/190302.

Former Governor Evans Kidero’s right hand man Abass Ibrahim Khalif and Businessman Yusuf Maina are the directors.

Closing the list of the Companies is Flexilease Limited.

It was incorporated on 4-06-2013 with company registration number CPR/2013/104634.

Stella W Nyamu and Yusuf Maina are listed as the directors.
