The rampant looting of billions of shillings from the coffers of the National Youth Service’s (NYS) out of its annual budgetary allocations from the national treasury and internal revenues generated from properties spread across the country is getting worse, even after President Uhuru Kenyatta deployed a career administrator Maltida Sakwa as the NYS Director-General in 2019 to clamp down on the looting sprees and clean up the entity.
Soon after the multi-billion shillings looting scandals broke out at NYS in which the entity lost billions of shillings through ghost entities and briefcase companies that reportedly supplied air under former CS Ann Waiguru now Kirinyaga County Governor, President Uhuru Kenyatta picked Matilda Sakwa as the Director-General to help streamline operations at NYS.
That scandal saw hairdressers, sweepers and all manner of characters individually make off with cash in hundreds of millions of shillings, some stashed in sacks as payment for ghost supplies and services rendered to the institution through ghost and briefcase companies in collaboration with an entrenched internal looting mafia with tentacles through the treasury, the judiciary to the Office of the President.
However, according to The Weekly Vision Online investigations and despite Sakwa’s Presidential mandate, the NYS continues to lose hundreds of millions of shillings annually through an internal entrenched graft cartel which she seems to have been sucked into
Matilda Sakwa was appointed to kill off all these contagious and mess-full deadly cartels in President Kenyatta’s avowed determination to eliminate corruption in the country, at the moment there are pending high profile cases in the courts of suspected beneficiaries from this high-level looting drama of public funds.
However, according to The Weekly Vision Online investigations and despite Sakwa’s Presidential mandate, the NYS continues to lose hundreds of millions of shillings annually through an internal entrenched graft cartel which she seems to have been sucked into. Her role is to play ball even if she at the end gets an early retirement, she will be made to vie for a political seat anywhere she chooses.
Our investigations established that after the last massive public exposure, the NYS entrenched internal looting Mafia simply went underground and with the professional administrative guidance from the new DG Sakwa, nothing much has changed. Madam Sakwa is allegedly making multi-billion shillings financial transactions by exploiting President Uhuru Kenyatta’s faith, trust and confidence in her leadership.

These developments explain why Sakwa, who was once a darling of the media has now become a pariah. That is why though controlling and using the taxpayers billions of shillings annually, the organizations’ probity and public exposure since she took over has become systematically dead.
Impeccable internal sources who we cannot name because of their personal job security reasons said: “This is a huge government organization with properties and assets right from Nairobi to all corners of the country worth billions of shillings that generate huge amounts of money in revenue apart from annual national government budgetary allocations.” “Billions of shillings is lost right from the ground to the DG’s office through manipulated contracts/tenders, aside from the huge cross country expansive properties and the income it generates, it has a huge population right from annual recruitments, training, deployment or discharge, it’s a huge range of activities it is all about money.”
The insider said that it is because of this money factor that the internal mafia looting cartels have gone under-cover like the international Mafia to loot more billions from the government because they know they will not be there forever, this is where Matilda Sakwa has become a Mafia Godmother equivalent to a Godfather in government’s NYS branch.
What is emerging is the fact that even the NYS public relations department is so heavily involved to the extent they do not answer calls from media outlets but if lucky to have access, one is referred to the NYS PRO Manager, a Mr Muchai who despite orders from the DG being part of the DG’s inner cartel plays around the inquisitively persistent professional media operatives on roller coasters of lies, fake promises and dead appointments to discuss reporting pertinent NYS issues.
Although billions of shillings are raked in annually from the taxpayers’ funds – the lot has something extremely huge and dangerous to hide from the public domain- especially the media. The most critical query is this despite the presidential order to Sakwa to clean up NYS – what has she and Muchai told the public of what they have done and are doing? Are they taking care of and spending public cash on their youths?
The worst of the whole gang is DG Sakwa who never responds to media inquiries since her takeover of the multi-billion shillings NYS national entity – yet they are all over the country and outside using taxpayers billions.
