Complaints against Senior Prisons Officer Humphrey Young

Frustrated officers attached to the Prisons department have written to the Principal Secretary Department of Correctional Services copied to the Commissioner General of Prisons.

The senior officers from the State Department of Correctional Services want Interior CS Fred Matiangi to intervene against the powerful officer who is said to be intimidating, terrorizing and extorting from senior members of the department.

The concerned officer is Humphrey Young, Superintendent of Prisons, who is currently serving as the official Personal Assistant to the Commissioner General of Prisons Mr. Wycliffe Ogalo.

Below is the letter we obtained detailing the grievances of the officers.

We are officers from the State Department of Correctional Services. We make this anonymous complaint and seek your intervention against a senior and powerful colleague who is intimidating, terrorizing and extorting from senior members of the department.

The concerned officer is Humphrey Young, Superintendent of Prisons, who is currently serving as the official Personal Assistant to the Commissioner General of Prisons Mr. Wycliffe Ogalo. We are tired and apprehensive of our jobs because of the constant harassment and extortion from the said officer.

He constantly demands money from Officers-in Charge for them to maintain their positions at their respective stations. Those who do not pay up risk losing their stations by getting transferred. If you pay a minimum of Shs 1 million, you are guaranteed of being assigned to a station of your choice.

In fact, several officers have boasted of having bought their postings from the officer. Instructively, after serving for only two years as the PA, the officer has bought a Toyota Prado vehicle (KBW 760X) and is also currently constructing a block of apartments in Kitengela.

The officer is also misusing department’s vehicles. He has illegally and irregularly allocated a lorry belonging to the Prisons Department permanently to his construction site in Kitengela. Senior staffers have also been left wondering how the department is run as Young appears to be the one in charge. The Commissioner General cannot make any decision without consulting Young.

Against all proper protocols, the Commissioner General is the one who goes to Young’s office for meetings instead of the other way around. Mr Young has also a network of agents strategically posted in all stations across the country. Their job is to collect bribes for officers seeking promotion or transfers.

Officers have to part with between Shs 200,000 and shs 300,000 for promotion or transfer. The unprofessional and corrupt dealings of this officer have caused friction and low morale among senior officers in the department.
