While appearing before the joint Senate Health and Ad Hoc Committee on Covid-19, Dr. Manjari alluded that he was receiving numerous calls, short text messages, and emails from powerful individuals who included Health CS Mutahi Kagwe and Health PS Susan Mochache to award tenders for the provision of various items.
According to Manjari who was answering questions under oath, at some point, the Emergency Response team visited Kemsa and asked for specific items that they didn’t have at the time and asked them to tender immediately. However, Manjari never provided any evidence of the said text messages nor call logs to that effect.
Why would Manjari, a Medical Doctor by training and a savvy strategic and operations leader with 20 years’ experience mislead such a strong committee that has equivalent powers of a High Court under oath? For starters, before his appointment to Kemsa, Manjari was the Health CEC at Kiambu County under William Kabogo Administration.
Whilst Kenyans were made to believe that the Kiambu County health department was performing well under him, his term was dogged with numerous complaints especially in the procurement of medical equipment running to billions of shillings. The health success stories at Kiambu county were merely well-choreographed PR stunts veiling massive theft that Manjari was masterminding.
Going back to the Kemsa heist, the cornered Manjari was merely engaging the Senate committee on a rat race. He knows for sure his goose is cooked and the easiest way to get away with it is to blame it on someone who can carry the political responsibility especially now that the matter has taken a political angle.
One would though beg to ask, why would Mnajri purport that he received orders from a CS and a PS on who to award what tender and at whatever price, yet Kemsa is a semi-autonomous entity and not a department under Health Ministry. Manjari is simply playing the victim and the Ad Hoc committee feels for his lies.
Further, before this scandal surfaced, CS Mutahi Kagwe expressed that there were cartels at Afya House and as it has now emerged, Manjari is part of this intricate web of accusers making a kill from Kenyans during this pandemic.
If indeed Manjari received calls and messages, he should surface them for all to see and make a rational judgment. This evidence should be made public and given to investigators and anyone involved in this scandal take personal responsibility besides returning the loot. Manjari should also submit to Kenyans on his silence yet he was ‘aware’ of the scandal.
