Whistleblower In Kirinyaga’s Sh77M Fresh Scam Says Life Is In Danger

Regina Mwaura whose firm was used to secure Sh77 million by Kirinyaga county government is currently living in fear. Mwaura runs a workshop in Kerugoya town and of late is rarely seen around after threats. According to sources, she is likely to be a key witness once Governor Anne Waiguru and allies are charged in court by the Ethics and Anti-Corruption Commission.

She needs to be under witness protection unit as a whistleblower in the new scam that has sent shockwaves in the county targeting the governor. Regina’s firm, Lewis Supplies, prominently features in the probe into the Sh77 million payments in the controversial Mwea-Makima water project tender.

It is now emerging that although her firm tendered, she was not notified but it was used by powerful individuals surrounding the governor to siphon millions of shillings using forged bank accounts. Documents show her firm won a Sh77 million tender CGK/OT/038/2017/2018 Mwea/Makima project and was paid the money in full.

Surprisingly, Lewis was not pre-qualified but company documents submitted for pre-qualification were the same in the file with the bank account having been changed. The payments were ghost instigated as she never received a penny despite her company’s name having been used.

The company was given a tender for a project already completed in 2017 during the tenure of Governor Joseph Ndathi, further raising serious eyebrows. Also featuring in the controversy is Tonilo Builders Limited that was awarded Sh77 million by former governor Ndathi. Anthony Karanja, a director of Tonilo has recorded statements with EACC on the project to supply water in Mwea constituency.

Tonilo was paid Sh40 million by former governor Ndathi’s administration with the balance being expected once the project is over and handed to the county government on completion
