Two Senior KeRRA Officials At The Center Of Sh500M Tender Scam

The Ethics and Anti-Corruption Commission raided homes of two senior officials of the Kenya Rural Roads Authority in a probe on alleged embezzlement and irregular acquisition of multimillion properties.

KeRRA regional accountant for Lamu county Mutambu Kilonzi and regional director for Kirinyaga county Joseph Kimata are being investigated on matters relating to misappropriation of more than Sh500 million through procurement fraud in road construction and maintenance tenders.

Kilonzi irregularly awarded tenders and made over Sh216 million payments to four proxy companies belonging to his wife and relatives, while Kimata is said to have awarded over Sh311 million contracts to four companies belonging to a friend.

Kimata was KeRRA regional director in Kiambu county before being moved to Kirinyaga. He facilitated Sh311,125,109 payment to Fidelis Mumbi.

Mumbi is the director of four companies that were paid millions of shillings. They are Njosca Enterprises Ltd (Sh71,820,136), Lebca Lebca Enterprises Ltd (Sh115,573,198), Dolin Enterprises Ltd (Sh109,773,225) and Kippetu General Mercantile Ltd (Sh13,958,549).

Documents seen by Weekly Citizen show, the payments were made between the 2016 and 2023 financial years, after which Sh6 million was transferred to East African Cables from one of the companies for payments of materials used in a property belonging to Kimata in Thindigua.

On the other side, Kilonzi then based serving in Turkana county, made Sh216,938,688 payments to proxy companies namely Felia Company Limited, Kife Company Limited, Joekin Company Limited and Trinam Company Limited between 2020 and 2023 financial years.

Felia and Kife Company Limited are registered in the name of Kilonzi’s wife Felistus Ndunge Kilonzi, while Joekin and Trinam companies are registered under his relative Edward Musyoki Kituva.
Kilonzi was paid Sh9,133,340 from the companies directly and through hardware supplies to construct the Mutomo Highway Cottage Hotel owned by the accountant.
