Government Officials Exchange Blows Over Sh1B Fisheries Tender

Two senior government officials at the State department of Public Works exchanged blows in a bid to control President Uhuru Kenyatta’s Sh1 billion Liwatoni fisheries project in coast.

According to reports, works secretary Alphonce Okwetto pounced and grabbed Mr. Hilary Nyaanga, the chief structural engineer at the department and who was the project implementation manager, before pushing him down. Mr Nyaanga fell on a desk hitting his lower part of the back on the edge of the table. In a memo sent to the PS and which was dated March 3, Mr Nyaanga accused Mr Okweto of threatening to kill him.

“We came to see you with Okweto on March 2, 2021 at about 2.18pm. We went to his office to further discuss the report we had discussed. At the door he turned back and shouted at me, viciously grabbed and pushed me down. I fell on the desk of his secretary, hitting the lower part of my back on the edge of the table. After I rose up, the Works secretary told me that he was going to kill me,” the memo reads in part.

The project was awarded to Daniel’s Outlets Ltd, a company which was later accused of corruption and fraudulent practices.

Payments for the works done were also suspended by Ethics and Anti Corruption Commission (EACC).

“EACC has, pursuant to its constitutional and statutory mandate, commenced investigations into allegations of procurement irregularities in the tender leading to the award of the contract…We advise that any payments related to the contract herein be suspended pending investigations,” Twalib Mbarak said in the letter to the PS Dr Francis Owino and Interior CS Fred Matiang’i.

President Kenyatta had envisioned an upgraded Liwatoni complex to a full fishing port with cold storage rooms, value addition and export facilities. CS Matiang’i has since taken the supervision of the project.
