A senior accountant attached to the Ministry of Defence (MoD) who had earlier been investigated over claims that she forged degree and diploma certificates has been implicated in alleged tender fraud and facilitating dubious payments of ‘air supply’.
Investigations reveals that some document purportedly signed by Electina Wasike Naswa, the Chief Accountant at the DoD had been uttered for payment allegedly for the supply white cotton twill material and badges for the ministry.
However, the probe has unearthed a fraud involving at least five people including a senior Business Relations official at the National Bank of Kenya (NBK) and the owners of a company indicated in the documents as Delta Limited.
One of the cases that involves the supply of cloth material by the company totaling to Sh55 million.
One of the payments that has been flagged is of Sh5.577 million that was allegedly authorized by Wasike in a letter dated January, 2022 for a delivery note number 1988 dated the same day.
In the transactions, one of the Local Purchasing Order (LPO) number 3863275 has been flagged, and is believed to be fictitious.
“One of the cases involves Delta Limited which supplied white cotton twill material and badges to Ministry of Defence (MoD).” Our source who spoke on condition of anonymity intimated.
The earlier probe involving Wasike’s certificates revealed that the Bachelor of Commerce and Business Administration certificate from the United States International University (USIU) degree she had presented to the employer had been forged.
“Some of the Certified Public Accountants (CPA) certificates she provided were also found to be fake,” a senior detective said.
Interestingly, investigations into Wasike’s questionable academic papers, which she had used to secure employment and promotion, fizzled out.
“The university disowned the controversial degree certificate. However, the investigations into the matter have mysteriously stalled amid allegations of external interference at her current place of work,” a source said.
The civilian staffer at DoD is said to wield power and influence.
Additionally, she was transferred to the Interior Ministry in March 2016 but her deployment was cancelled almost immediately.
