The future of Bungoma county getting a share from a Sh350 million annual grant from the World Bank now hangs in balance, owing to the bad blood between chief executive
committee member of Agriculture Chirasha Makanda and his chief officer John Wasike. Surprisingly, Makanda and Wasike are using millions of shillings to entertain slay queens at the behest of benefiting the real target. Also caught in the mess is thenull
head of the National Agricultural and Rural Inclusive Growth Project Mary Situma. Narigp falls under ministry of Agriculture, Livestock and Fisheries. World Bank is the
major funder. The project goals are to increase agricultural productivity and profitability of targeted rural communities in a number of counties and in the event of an eligible crisis or emergency, to provide immediate and effective response. Narigp project has been a milk cow with World Bank raising a red flag leading to a forensic audit. After the audit, World Bank recommended that the project be stopped. Fearing
the consequences, Makanda and Wasike wrote to World Bank claiming Situma was incompetent and be shown the door.
The bitter Situma replied to the World Bank through a letter seen by Weekly Citizen citing graft in the project. She further stated in her detailed letter that she was ready to hand over after some audit queries are dealt with. Situma goes ahead to blame top manages for being behind the missing millions of shillings for the project. At one time, she claims Makanda almost slapped her after she refused to give himmoney. Part of the letter addressed to World Bank regional office reads; “The CECM for Agriculture, Livestock, Fisheries, Irrigation and Cooperatives, Matthews Wanjala Makanda, has on many occasions put pressure on me to resign to pave way for his dubious deals which I have since declined.”To complicate the matter are claims that Makanda has been taking away the project money to advance his political ambitions and entertain a chain of women at a Kimilili hotel who are involved in his campaign strategies. Those Weekly Citizen talked to say since the project began, slay queens have surrounded Makanda and Wasike milking them dry.
