New Names, Top New DCI Bosses Reshuffled

The new Director General of the Directorate of Criminal Investigation Mohamed Amin on Tuesday made changes at the agency as he settled with a team to help him manage crime.

He recalled all officers of the rank of Assistant Inspector General of police and posted them to directorates.

Central region Criminal Investigations Officer Bernard Nyakwaka was moved to headquarters and named the director of complaints, railways head of DCI Wanderi Mwangi to planning, Coast’s Bernard Baraza to reforms while Amos Omuga was moved to legal section.

John Onyango, who was in charge of the DCI in the Nyanza region was moved to the headquarters as the Head of Crime Research and Intelligence Bureau.

Head of operations Nairobi region Said Kiprotich was moved to DCI headquarters and named the head of operations there.

The Director of Forensics Margaret Karanja has been moved to the Anti-Narcotics Unit as the head while Francis Wanjau, who was the DCI boss in Kisumu County, was promoted to the position of Rift Valley Regional DCI boss.

Nairobi regional head of DCI Paul Wachira was moved to the headquarters and named the deputy at the Investigation Bureau (IB).

Bethuel Oburu, who was the Marsabit County Criminal Investigations Officer was promoted to the position of Central Kenya regional DCI boss while Abdallah Komesha, the National Centre for Counter-terrorism was moved to the headquarters as the head of personnel.

Amin termed the changes normal and aimed at boosting operations.

He moved the head of Serious Crime Unit Obadiah Kuria to Turkana and named him head of the county.

Amin has been reorganizing the department since he took over last month.

He hinted more changes are coming.

The new team consists of experienced officers who will boost Amin’s efforts to address crime in general.

Most of those affected were seen to be close to ex-DCI George Kinoti.

DCI is key in managing crime in general. The main functions of the DCI include collection and provision of criminal intelligence, investigations of serious crimes including homicides, narcotics, money laundering and economic crimes, maintaining of law and order and detection and prevention of crime.

They also apprehend offenders, maintain criminal records, coordinate country Interpol Affairs, and carry out investigations of matters that may be referred to it by the Independent Police Oversight Authority.

The DCI controls its budget for the over 7,000 personnel under his or her control.

The personnel are currently deployed to various government offices to conduct their mandate.

The main units under DCI include Anti-Terror Police Unit, Anti-Narcotics Unit, Interpol regional bureau, DCI Academy, Bomb Disposal Unit and Banking Fraud among others.
