Kilifi Whistleblower’s Life in Danger Following Threats From Mung’aro’s Ally

A whistleblower on graft related activities in Kilifi county is a worried man following reports that goons and associates of Governor Gideon Mung’aro are after his life.

Popularly known as Msema Ukweli in the annals of Kilifi town, the whistleblower whose name will be withheld for security reasons is also seeking police protection from contractors who have raised invoices despite having supplied nothing.

A contractor named Francis Ngala is believed to be behind the scheme after being mentioned in several corruption allegations.

In a leaked audio recording, Ngala is heard telling the whistleblower that he is a man of many ways and has protection from various agencies including the Anti-terrorism Police Unit, Directorate of Criminal Investigation, Ethics and Anti-Corruption Commission and political heavyweights in the country to back him.

“I know there are those opposing Governor Gideon Mung’aro like Aisha Jumwa, and if you put what I am telling you on the internet, remember I know all the police and I am capable of looking for you, I know the government and I don’t fear anyone. I only fear God,” he said.

This comes at a time when reports are rife that Ngala’s bank accounts and those that he shares with his proxies including the wife Final Kadzo Kithi might be frozen.

Kadzo is the director at Kaereny Construction and Engineering Supplies Limited that has been flagged over dubious tender deals in Kilifi.

One of the dubious deal revolves around garbage collection in Mtwapa under tender number KCG/WEFNR/OT/1246119/2023/2024.

Investigations have revealed that Ngala’s company does not meet standards to do garbage collection but landed the deal after allegedly bribing his way at Nema and county offices.

The county is already on the radar of the anti-graft agencies over irregularities and suspected misuse of taxpayers’ money.

If successfully investigated, an insider has hinted that Ngala could be implicated in multimillion fake tender deals courtesy of the governor.

The insider is however calling on the EACC and DCI headquarters to transfer their officers stationed in Kilifi, noting that they have been compromised to write positive reports related to the county.

“We know that our boss is looting through his proxy companies and the culprits are Ngala and other associates who have managed to compromise the EACC and DCI officers,” the source revealed.

Last year, the county was put on the spot for deleting a garbage collection tender advert on its website, in a plan to bar any investigations into the details of the contract where information available indicated the ultimate contractor was single sourced.

This is despite the governor coming under immense pressure over a Sh300 million garbage tenders that had been questioned by oversight authorities.

The county has indicated that the tendering would be conducted under the open nationally accepted competitive method.

The tendering process, especially on garbage collection has been a controversial affair in Kilifi, and the governor has been under pressure to contain the criticism and oversight coming with it.

Garbage collection has been a cash cow venture in Kilifi and has put senior officers and suppliers at loggerheads.
